Generally, you will face much tougher competition as you go upstate maybe as compared to the area, although honestly, back in the day, baseball was pretty tough everywhere in the region. Until you had the big shift in single A with much larger schools, you could pretty much pencil in Region D as having the toughest region by far in football, especially in the 80s.
